Hi.. You can renew your Indian passport in UAE but the address change will be for endorsement only. For example a wife can get the address change as per husband's passport provided both the names endorsed in each passport. or the Children below 15 years can get the address changed to as per father's or mother's passport address

As far as i understand, you can renew your passport in UAE but you can have an address change only from the passport center in India.
