There are some measures adopted in UAE to issue an Emirates ID to the residents .This is an electronic method of identification. It contains an ID number that links every individual to his/her own personal and biological lifetime data. The ID number serves as a reference for the respective individual in his/her identity-proved transactions with government bodies and some private organizations.

Emirates ID for a new born
It is now mandatory for all children below 15 to get enrolled in the Population Register and ID Card Program.
Obtaining the ID for a new born baby:
There is no need to take the trouble of bringing the baby to the Registration centre. Submission of a passport size photo is the baby is more than enough. Also there is no need to fix a prior appointment in the case of new born babies.
Submitting Biometric data is not required at this stage. It will be hard to capture the new born baby’s fingerprints. So this can be completed during the renewal of the ID, provided the child is above 15 years of age.
Documents needed include:
- One color Passport size (4.5 x 3.5 cm) photo with white background
- Birth certificate of the new born baby
- Original summary of civil status
- Valid ID card of the Parent.
EIDA has clarified that the procedure to registering newly born citizen in the population register and ID card requires:
- An original birth certificate to be obtained from the competent authorities
- Newly born citizen to be added in the summary of civil status through the general departments of residency and foreigners affairs.
Following this the next visit is to be made to an Emirates Identity Authority-affiliated registration center (No prior appointment is required). Here the baby is to be registered in the population register system. This step enables obtaining the identity certificate.
On submission of the certificate, the procedures of getting the e-Passport can be completed at the service points of General departments of residency and foreigners affairs.
After completing the procedures for getting an e-Passport, the parents would have to visit an authorized typing center for completing the ID card issuance procedures for the newly born citizen through the service of “renewal of non-available card”. Please note that there are no transaction fees at this stage.
Time taken to obtain the ID card
Normally the ID card is processed and received within 10 days of the visit to the Registration centre.

As per a press releases by Dr. Eng. Ali Mohamed Al Khouri, director general of Emirates Identity Authority: Emirates Identity Authority announced that it has started coordination with the medical bodies in the country to have the new born birth certificate issued by the authority, in conjunction with issuing the ID card for the new born citizens once the hospital birth notification have been submitted to the authority, which means that the birth certificate and the ID card will be issued immediately, and then the electronic passport will follow.
This new procedure will allow the immediate registration process, with the condition that the father is registered in the ID card, as the birth certificate of the new born is presented to issue the ID card, in order to shorten the procedures previously followed.
